For FO4 an i7-4790k from 2014 is better than a 9400f. And rtx2060S is similar to a gtx1080. An rtx2060S won't get ultra graphics performance at 144 fps except on lightweight games.

You can't increase it by an extreme amount, so keep that in mind, but Fallout 4 requires at least 2GB dedicated virtual ram.
