For your later houses you’d probably want to go for one of the Hearthfire homes as storage options are much better for organising and displaying stuff. I finished 'dragon uprising' quest, became thane of white run but he does not have the option for me to buy Breezehome. I asked him when he slept, when he was in the main room of dragonsreach, anywhere he could be but I still couldn't buy it from him.

So no.. it's not the players fault. It is a broken mechanic or a bug.
